After 333 residents of Dang Port attended the floating
solar power plant tour and resident briefing session, the majority of public
opinion turned in favor.
BK Energy Co., Ltd. proposes payment of 620,000 won
per household per month... 148.8 million won over 20 years
It appears
that the offshore solar power project in Dangport will proceed smoothly.
Village residents were somewhat skeptical at first, but their mood changed
after touring the offshore solar power project site.
A field trip
and resident information session related to the Dang Port offshore solar power
project promoted by BK Energy Co., Ltd. (President Lee Haeng-woo) was held from
July 12 to August 5, and so far, about 300 Dang Port residents have attended.
Looking at
the progress so far, a selection tour group consisting of 50% of fishermen and
50% of ordinary residents from Danghang Naegok Jangsan Fishing Village visited
Anjwa Solar Power Plant in Sinan-gun, Jeollanam-do on July 12 and toured the
operation of the residents' cooperative and the distribution of solar
allowances. On July 22, 40 members of Danghang Fishing Village and Danghang-ri
residents visited the water solar power plant installed by K-Water at Hapcheon
Dam, and a briefing session for 50 residents was held the next day. On July 30,
64 residents of Naegok Fishing Village, Namchon-ri and Bukchon-ri, Donghae-myeon,
visited the Hapcheon Dam Water Solar Power Plant, and 57 people attended a
briefing session on the 31st, while 84 residents of Jangsan Fishing Village and
Yongheung, Janggi, Geompo, Daecheon, Donmak, and Jwabucheon Village attended
the water solar tour and resident briefing session in Haechangman, Goheung-gun,
Jeollanam-do on August 5. On this day, the company proposed paying 620,000 won
per month per offshoe solar power generation, or 148.8 million won over 20
years.
Meanwhile,
experts who installed floating solar power plants such as K-water a long time
ago said in a briefing session, ¡°Floating solar power plants produce more power
than land-based solar power plants, which have lower power generation due to
the temperature rise in summer and the influence of geothermal heat due to the
cooling effect of the cold air on the surface of the water. Rather, it is an
eco-friendly solar power project that increases by more than 10% and does not
cause forest damage or farmland encroachment.¡±
In addition,
¡°The average daily power generation time of the land-based solar power plant
installed in Micheon-myeon, Jinju, close to BK Energy, which is pursuing the
project, is 4.3 to 4.5 hours. In the case of the offshore solar power plant in
the port, power generation can increase by more than 10%, but the average daily
power generation time is ¡°Even if we lower it to 4 hours, we will be able to
distribute at least 620,000 won per month as preferred stock to all of the
approximately 500 households in the port area, making it possible to pay a
total of 148.8 million won per household over 20 years,¡± he added.
Currently, the
majority of residents in Shinan-gun, Hapcheon-gun, and Goheung-gun are in
favor, with the administration actively taking action and promising to provide
dividends to residents.
In the case
of Sinan-gun, Jeollanam-do, it is expected that the synergy effect of
population growth will be added to the local government, which is on the verge
of extinction, to serve as a relief pitcher to solve the biggest long-cherished
project of population growth. In the case of Sinan-gun and Hapcheon-gun, which
noted that water solar power generation acts as a factor in population inflow,
the county office is reportedly supporting residents' dividends. First of all,
residents of the port, who confirmed the precedent of creating a cooperative
for residents' participation in the solar power project and paying 400,000 won
to 600,000 won per month to local residents in the area through field trips,
are more relieved that they can even confirm that there is little concern about
damaging the landscape in the case of water solar power.
In
addition, most residents of more than 90% of the villages who participated in
field trips and briefing sessions for residents filled out written consent
forms. In particular, according to the Goseong-gun ordinance, 240MW of offshore
solar power plants can be installed even if they are installed more than 500m
apart from the roads of Danghangpo and Dinosaur Waterproofing Center, and the
residents' dividend is possible, with the majority of residents responding
positively to the proposal that the above-mentioned residents' dividend is
possible. Since the 14th, when the residents' briefing session has started to
receive consent, more than 90% of the residents are in favor of it, and it is
progressing at a rapid pace, even discussing the formation of a resident
cooperative.
Additional
installations can be made at the county head's discretion, but even if
Danghangpo and Dinosaur Museum tourist sites are kept 500m apart, the capacity
of the power plant will increase to 360MW if it is "reduced to 100m
apart," which is also recommended by the Ministry of Industry, so
residents can expect more than 1 million won per month for each generation, so
the three fishing village chiefs plan to make suggestions with the will of
fishermen and residents through interviews with the county head.
In
addition, if 240MW of the port's offshore solar power plant is completed, 6.4
billion won, or 1.5% of the installation cost, will be provided to villages
near the power plant through the Goseong-gun Office in the first year after
completion, and 630 million won will be provided annually to villages within
1km of the power plant.

Interest in building a marine solar power plant in Danghang Port
240
MW solar power plant receives consent from fishing village residents, pays
monthly dividends of 620,000 won, tours best practices in Shinan-gun,
Jeollanam-do
As
the construction of a offshore solar power plant in Danghang Port is being
promoted, residents are visiting Sinan-gun and Hapcheon-gun and listening to
business explanations.
The
offshore solar energy project has been promoted in the Danghang Port, drawing
attention. BK Energy Co., Ltd. (President Lee Haeng-woo) announced that it has
decided to promote the offshore solar energy project at the Dang Port to 240 §Ós and held a field
tour and a briefing session for residents from July 12 to August 5. A tour
group consisting of fishermen and ordinary residents from the Jangsan Fishing
Village Division in Danghang visited Anjwa Solar Power Plant in Sinan County, Jeollanam-do, to see the operation of the resident cooperative and the distribution
of solar allowances. Then, members of Danghang Fishing Village and residents of
Danghang-ri visited the floating solar power plant installed by K-Water at
Hapcheon Dam and held a briefing session for residents.
Residents
of Naegok Fishing Village and Bukchon-ri, Namchon-ri, Donghae-myeon, visited
Hapcheon Dam floating Solar Power Plant, and residents of Jangsan Fishing
Village and Jangheung, Janggi, Geompo, Daecheon, Donmak, and Jwabucheon also
visited Haechangman floating Solar Power Plant in Goheung County, Jeollanam-do.
BK Energy Co., Ltd. said it will apply for the project to the Ministry of
Commerce, Industry and Energy after receiving consent from Danghang Fishing
Village, Naegok Jangsan Fishing Village, and residents, and form a task force to
push for it.
BK
Energy Co., Ltd. added that even if the average daily power generation time is
lowered to four hours, it will be able to allocate at least 620,000 won per
household as a preferred stock per month to all 500 households of local
residents in the port, which will be able to pay a total of 148.8 million won
per household over 20 years. If 240 §Ós are completed from the power fund, 6.4
billion won, or 1.5% of the installation cost, will be provided to villages
near the power plant through the Goseong County Office in the first year after
the completion of the construction, which can be used as a budget for village
long-cherished projects.
BK
Energy Co., Ltd. said it is possible to create resident income linked to the
tourism industry by promoting the Gujeolsan cable car project by attracting
private investors in the solar industry. According to the Goseong-gun
ordinance, 240 §Ós of offshore solar power plants can be installed even if they are
installed more than 500 meters apart from the roads of Danghangpo and Dinosaur
Museum. The three fishing village officials said, "Since we are confident
that the depletion of fishery resources and the discharge of contaminated water
from Fukushima will provide a sustainable basis for improving the quality of
life for fishermen who are worried about the depletion of fishery resources and
the discharge of contaminated water from Fukushima, the heads of the three
fishing villages plan to make suggestions with the will of fishermen and
residents through interviews with the county governor."
In
the case of Sinan-gun, the "Ordinance on Sharing New and Renewable Energy
Development Gains in Sinan-gun" was enacted in October 2018 to share
energy development profits with residents, laying the legal basis for the solar
pension. A solar pension is a quarterly pension given to residents in areas
where solar power plants are built. Among local governments nationwide,
Sinan-gun is the only local government that distributes profits from renewable
energy generation to residents in cash.
This
accounts for 28.2 percent of the total population (38,110 people as of the end
of September) of Sinan County. Since May, Sinan County has been paying 400,000
won per person per year for "sunshine child allowance" to 2,000
residents under the age of 18 living in areas that do not receive the pension.
The government plans to increase the amount to 800,000 won from next year.
